Extensive deck repairs

We have two decks that haven't had the maintenance they should have, and are now very overdue. This has been made worse by dampness from being in the Waitakere ranges. The deck was built when the house was rebuilt in about 1990. We're not looking to make any changes, just to restore it to proper working condition. I particularly want to avoid changes because otherwise I'd have to go through the consent process, and changes in regulations between 1990 and now mean any consent would be very hard. There are two decks but the mid-level deck is the easier project and I think it would be best to focus on that first. I've included details on the lower deck in case you want to estimate the cost for that at the same time, but I'm really expecting to sort out the mid level deck and then tackle the lower one as a separate project. Note that the mid-level deck is approximately 89m2, while the lower deck is approximately 45m2 I'm happy to buy and provide the material rather than do it as a fixed price job. Since the previous deck failed due to rot, we'd like to use composite decking in the repair work. I've put a couple photos on this album: ---
