Woodwork for old windows

Hi there, we need an experienced carpenter to repair the old wood windows for free opening and closing. Wood winddows can't open and close property due to the change of the weather conditions, expansion and contraction/shrinkage or earth movement. Have had a builder repaired those. Not really worked. So will need someone who knows what they do in this field and do a satisfactory job.
