Lotto Spinng Wheel

Spinning wheel like the lotto spinning wheel. 1.5m diameter on a stand that has wheels so it can be moved. It will be poolside. It is for a swimming club competition on 2nd & 3rd July. It will get wet we need it not to soak up the water - we need the catches(knobs) every 20cm (or thereabouts). We will apply stickers to the wheel - material used must allow stickers to adhere to it. It will be stored very close to water so must not rust. It will be used 1 x year. If it needs to be pained to keep it moisture resistant can you do this to? If so please paint Black.
