Build an outside storage box 2

Hi - I would like to have a waterproof outside storage box built out of decking timber beneath a large window in our front yard. I think decking timber would be most appropriate as we would like to be able to sit on it also. The dimensions will be 3m in length and approximately 0.8m in height and depth. I would like a division at 1.5m so that two separate lids to the box lift up. Each lid would need something that allows a lock to be attached. I've included a rough sketch of what I have in mind and a photo that shows the location where the box is to go. It would be great if an estimate of costs could be given on the site. Thanks, Shona.
