A hitting "practice dummy" for martial arts

I have a very interesting project for someone who is a handyman, carpenter, or builder. I practice a martial arts called Kendo which is basically traditional Japanese swordfencing. I would like to build a dummy for target practice as these are not readily sold in New Zealand and are too bulky to ship. There are instructions on how to build a Height-adjustable one here. Please note all measurements on this website are in Inches. --- The problem is that however I'm not handy and do not have the tools to measure nor cut the wood pieces to the correct shapes. I do have a budget of $500 - but if this isn't enough then the bare minimum I would need help with is with the woodwork and cutting (for example I am happy to do my own assembly to save labour). Or if even that is still isn't enough then the budget is further negotiable. If this project is successful then I can potentially recommend the person to other members at Auckland Kendo Club also who I'm sure will be interested in the same dummy commissioned. I am very happy with the Kendo practice hitting dummy which James has custom built for me. There have been some challenges due everything in the design blueprint being based on Imperial measurements and US lumber sizes. But James did his research and studied the design very carefully and improvised accordingly. very high level of craftsmanship quality, smooth finish, quick to complete the project and kept costs to minimum. very consentious A+++
