Sleepout upgrade

We have a sleepout with a shower and toilet that needs to be brought up to good enough quality to get a code of acceptance from the Council. It needs a window, ventilation, new gib in the bathroom, new flooring in the bathroom, potentially new kitchen cabinets etc. I need a registered builder (I think) who is familiar with Council approval processes. I'd like someone to come out, have a look and provide quotes for the work that needs doing. Cheers.
