Repair a deck, plus build a new hand rail

We've got a deck that's currently flat panels that we'd like replaced with timber decking. We'd want you to give us your opinion on the structure underneath to make sure you think it's suitable to build over (ie not too old). A small section by the french doors has an internal foyer below it, so it will need waterproofing (either by you if you're certified to do that work - or we can get someone else in). The handrailing you can see round the deck is not tall enough for modern standards so you'll be replacing that too. We also have a separate handrail that needs to be replaced/repaired on the other side of the house.
