Access hatch to under house

Require an access hatch to be constructed to gain entry to under house. Existing one inside was closed off during flooring alterations. Hatch either to be made through bottom of a wardrobe cupboard (carpet requires to be lifted in area then) or through side of wall outside by a vent (preferred method if structurally okay).
