Sleep-out renovation

We would like to improve our sleep out, It would involve replacing the windows, re-lining the inside, adding insulation, new carpet, new sliding door. Possibly replacing the cladding outside I'm not a builder so I don't know if that needs doing - basically taking it back to the frame work. Not sure how much you can do before you need a council permit. We have babies arriving in November - so if possible, it would be great to have it done by then, but I don't know if that is realistic.
