New Single Garage/Sleepout

We have an existing single garage which needs to be removed. In its place we would like a new single garage with a sleep out at the back that goes up to the boundry. In the garage we want a laundry sink and space for washer/dryer. The sleep out will have a small basic shower/WC room. Currently there are no electrics or plumbing in that area so this will all need to be added. Also there is no concrete under the existing garage, just earth. We have a basic plan but are open to ideas if you have any. We would like help with consent process and all project management please.
