Adding a small commercial kitchen to a dairy shop

I am planning to cook hot food (chicken n chips) at my existing dairy shop. I will need an architect who has done similar projects before to draw a kitchen plan for a small area (9 sqm), we have a washing sink with plumbing in that area. Hi, I have put up a kit set shed out the back of my property, 3m x 6m which is 1 meter away from my boundary fence. Before I could complete it the neighbour told on me to the Napier City Council. Recently purchased a house that has had a bathroom put in without consent. It is relatively new, (2021 i believe). I have approached the council re getting a COA and they have said to talk to a draughtsmen. The shower is not tiled but the floor is. It is a small ensuite that has been put into an area to make use of dead space.
