Townhouse stair rails attached to wall anchors and getting loose

Hello, I own a townhouse where the handrails for the stairs are coming lose on some levels because they aren't actually attached to the studs, and just have wall anchors holding them into gib. I think that it's metal framing, the building was constructed in 2004. Would like to reattach these for the long term, other units have put in a wooden backboard to hold everything in place, but I'm open to ideas.
