Townhouse stair rails attached to wall anchors and getting loose

Hello, I own a townhouse where the handrails for the stairs are coming lose on some levels because they aren't actually attached to the studs, and just have wall anchors holding them into gib. I think that it's metal framing, the building was constructed in 2004. Would like to reattach these for the long term, other units have put in a wooden backboard to hold everything in place, but I'm open to ideas. The hand rail is a wooden pole (2.5m long) with three mounts that attach onto the wall, and there are four rails between the three levels of the townhouse.
