Hot water cylinder value problem?

I had a hot water cylinder with water coming out roof relief pipe. Vim advised changing thermostat and get plumber also in case the relief valve is faulty. He came, told me the thermostat definitely faulty and overheating the water, and the relief valve was releasing water because too much heat/pressure. He charged $315 for 45 min on site &thermo. Didn't fix the problem at all, & water got hotter! It was not too hot to begin with. I got plumber who changed a washer, charged $140, fixed issue.
