Garage Leaking

We need an expert to tell us why our garage is leaking. We've tried two things which have improved the situation. The guys that laid the new roof came back pulled off and re did, we painted the concrete bricks on the outside, sealed up any holes with sealant, as we thought it might be coming through the bricks. It's improved greatly but there is still some coming underneath on one of the new walls we just put in. See photos.
