Basement tanking system

Hi team, During a property inspection, the inspector pointed out that there has been elevated moisture readings in the bedroom on the ground floor. He suspected that it is caused by a lack of a tanking system (Please see pic attached with his comments). Could you please get back to me with a quote on how much it would cost to fix?
