There's a leak

The northern wall of our flat has a leak. Looking at the wall there's 2 suspects. 1. In what was probably a previous repair a cut was made in the weather boards. the weather boards aren't flush and have been sealed with filler. 2. The window. The flashing has been repaired(?) and has been filled with silicon that has now pulled away. The right hand vertical facing has been replaced. Not sure if thats ok. Photos. Exterior. Here we can see the dodgy flashing and join in the weatherboard. Interior1. Here we can see the mould on the carpet in relation to the window. The join is behind the NZ map. Interior2. here we can see the skirting has only blown out a very small amount. The wall is not discoloured, and seems sound. the carpet has been getting wet, the mould is because a cabinet was sitting flat on the floor. This needs s look to see if the weatherboards can be made flush, regardless there needs to be a facing over the join. The real challenge is access. Over the neighbours roof. 2 floors in the air.
