Waterproofing deck

I have been renting my house it while working overseas. The deck has a bedroom underneath it, and the deck leaks in heavy rain into the bedroom ceiling. I've had it repaired several times where they've just used silicone to seal the leaks, but it still keeps leaking. I really need to get the entire deck sealed properly. There is wooden decking which can be removed to get access to the surface underneath.
