Waterproofing of storage space inside & out

Polystyrene has been used as a barrier between the external wall and the scoria, at the corner the polystyrene barrier has been damaged and had allowed moisture to seep in through to the internal lining. The internal lining upon touch has become very soft and brittle, there is also a build up of what looks like soil. We need the external barrier and internal lining to be replaced. The area has previously been painted with some sort of waterproof black coating and that will also need to be redone.
