Investigate and fix possible water leak (minor) in basement

Hi there We've previously converted our basement into a proper room with vinyl flooring. However, shortly after the conversion, we discovered that the floor started sinking. Upon further investigation (and after removing the vinyl flooring) we were told that the basement was meant to have an open floor to allow for rain water to drain through. See the attached photos for how the basement room looks like now. We need someone to take a look at the room to investigate any possible cases of leaking, and waterproof the room to ensure we can lay a new floor. Thanks. Krish
