Leak at window

The front window of house leaks when the wind blows rain directly towards it. This an aluminium framed window (house built 1998). Have tried to find source of leak and previously asked a roofer who suggested putting silicone on the outside of the frame, however this has not stopped the leak. Not sure if water is coming through from pallisade weatherboard cladding or the window joinery.
