Water entering down stairs

We paid out alot of money to get the drainage done and water proofing the outer wall and the person that did it only water proof the top of the wall not the bottom where the water is coming in and now I have to find a way to fix this have a small budget to work with looking for quotes and ideas to stop this problem as now we arnt covered by our insurance now as its a on going issue only want experience people to contact me please thanks..
