Waterproofing Concrete Brick Wall

Water is leaking into the house at a concrete brick wall. The outside of the wall is soil so to do waterproofing, the soils will be needed to dig out first. I think the waterproofing require the paint and a big "plastic tube" that got many holes to guide rainwater away. The leaking part of the wall is around 3m long. The soil level is around 1.5m height.
