Suspected leak internal?

Inspection to be carried out and repairs to wall. I have had my house vacant for winter. I went into the spare room today and noticed the wallpaper has come away from the wall. It feels hard (maybe age?) The wall is dry (to touch) but I don’t know if I am meant to be engaging a plumber or a builder for this inspection / potential big repair job? Help please
