Water tightness check of windows and gutters

We have recently purchased a home which is Lockwood which has some quirky features and it was identified in the building report that some window seals needed to be replaced and we have found a few areas of moisture around the window sills in this really heavy rain. We aren't sure where to start in who is best to contact about these watertightness problems, builder? Glazier? Etc ???
