Window leak

The timber that seal our windows from the outside seems to have roten and fall apart in places allowing rain water to come in. The base of the two living room windows have swollen and need to be replaced. We had someone coming over to check the issue and he believes the leak is due to the gap outside the window, but it would be good to double check to make sure there is no leak coming from the roof or somewhere else. We only need replace the bottom wood piece in two windows, but we would like to seal most windows in the house, about 7. One thing that made this job a bit more complicated is that the living room windows are above a steep f Drive way.
