Damp coming through basement concrete block wall

We have damp coming in through a concrete basement wall on one side of our house. We cannot easily get to the exterior of the wall to seal it as it is under the ground and a concrete pad so need the interior sealed. The gib and skirting will have to be removed. It is not a long wall but part of it is under stairs where it is not damp at present but has been at some time. We have a local plasterer we'd use but require someone to do the sealing work, and put up new gib and skirtings.
