waterproof pond lining

We have a stone and concrete water feature/pond. The inside coating which was applied over 20 years ago has basically gone. We don't have any water leaks but a plaster repair which was done a year ago is leaching alkaline which has to be stopped. We have a good idea for a topcoat but it is what goes on first is the problem for us, plus the physical difficulty for an old bloke in his 70's.
