Storm water leaking into ground floor of house

the downstairs storey of our house lets in water in heavy rains through the part where the wall meets the floor. The house is situated on a slope and there is a substantial amount of rainwater which runs off the road and pools outside our back door, which is close to where the water is getting in. This is second time this year that this has happened and we have removed the carpet from the affected area as well as having sealed the concrete join. On the opposite side of the house we have installed deeper drainage which has helped with the runoff from that side of the house. We are looking for a diagnosis of the cause of the leak and provide a quote for the work before we can proceed.
