Existing bathroom

our bathroom shower needs new silicone between the tiles. it has leaked in the past (2 years ago maybe) and the last tiler put some sort of sealer over the whole shower surface which did seem to stop the leak but I noticed on the weekend that the silicone (I think that's what it is) is peeling away from the tile. I also need the toilet seat reattached, it has come loose and no longer screws securely onto toilet bowl.
