Water leaking under house

Suddenly quite a bit of water coming through under our house, between the retaining wall and concrete path (see drawing). Cause unknown, could be either the path/wall, the retaining wall or just the "natural water flows". The neighbours have had a sump put in years ago and that maybe all it needs.
