Leaking window frames

-2 timber frame windows Not 100% sure if these are the causes of the leaks but this is what I think needs looked at: -water is leaking through cracked putty -water is leaking through the top of the window joint even though it is closed. Suspect window is not closing fully or there is a gap between the window and the frame. -carpet is soaking more water even though water is not dripping through one of the windows (the window that goes down to the floor). Wondering if it is seeping through from under the window frame. The floor beneath the carpet is concrete.
