waterproofing of downstairs

my house is a two story house and the lower level is showing signs of rising damp on the garage floor. Further, the external block wall at the rear of the garage / downstairs room is showing salt residue I would like the garage floor and the external walls on 3 sides downstairs waterproofed and resealed. They are all currently blockwork with paint
