Balcony waterproof

Second floor timber balcony leaks along join to main wall, and leaks on to ground floor interior ceiling beam. House is a timber 1970's town house build in central Palmerston North. The balcony probably needs to be re-surfaced so that water drains correctly. Area where there is currently leakage down to ist floor ceiling beam needs to be identified and made waterproof. Also have an interior wall between 2 bedrooms which has a fan heater inserted in it between the two rooms. want the heater removed and the cavity between the two rooms filled for privacy and also sound proof.
