Balcony surface repair

Balcony surface is old, deteriorating and needs replacement, but is not leaking. Surface is thin plaster-like material over a plastic sheet-like blue membrane which is over a smooth poured concrete surface built as part of a terrace when house was new in 1963. Area of balcony is about four sqm. Seeking replacement with butynol or other suitable waterproof sheet or torch-on material that is made to be walked on. Paint-on materials are not wanted. Repair area does not include slatted wood balcony adjoining in photos.
