Repair/Install new Window Head flashing

Hi, I noticed one of the flashing on my window is loose and likely not installed properly. I would like someone to come and have a look, recommend and perform options to fix this issue. I was actually able to lift up the flashing and pull it up so at this point I'm pretty sure it's not doing it job... Note: The house is clad in cedar weatherboards and the window is on the second floor above a deck. We do have a scaffolding tower available on site which makes it possible to reach the top of the window/flashing.
