Balcony Repairs

Situated on the second floor, our front balcony needs some fixing. It is mainly made of tiles, cedar wood, steel railing. In the corner there seems to be some mould appearing on the surface (this can be seen both from the top and bottom). I assume that this may be caused by rain water (and/ or moisture) being absorbed through the narrow gap on the sides/edges of the balcony- rather than flowing onto the drain. The mould itself seems easily removable. Our deck is about 610 by 230 (cm). The problem area is on the left side corner and is approximately 100 by 100 (cm).
