waterproofing concrete block garage wall

We have water leaking into our concrete block garage when there are heavy rain downpours. It is coming through where the concrete block wall meets the concrete floor. Only part of the wall is below ground level, approximately 1-2 blocks deep, the full length - about 8 metres. On the outside it looks like the black waterproof coating has started wearing away. We need the length of the wall to be dug out, and a new coating applied, and possibly also some scoria in the trench, before backfilling.
