Fixing water ingress in underground rumpus

We have a rumpus that leaks when it rains heavily through the concrete block wall. We had Drain surgeons come in, dig up the outside earth, lay novacoil, water proof with sika black seal then refill with scoria. Water ingress has improved but not fixed. Drain surgeons are mucking us around fixing so we’re looking for a credible company to come and help finally resolve. An engineer report suggested the sika waterproofing hadn’t been applied correctly and that possibly a longer area of digging/waterproofing might be needed. I have the engineer report to share along with further details on the work undertaken by Drain Surgeons.
