Fix water leaking in through kitchen extractor fan outlet

Tenant has reported bulging in the wallpaper above the stove is bubbling after recent stormy weather. It appears water is leaking in through the extractor fan outlet. This outlet has always been rusty and has not been paid any attention until now. Interim solution is to block the outlet with a towel. Primary problem that needs to be solved is that I need to ensure outlet cannot leak in the future. Likely I would also want outlet to be replaced.
