Directional chimney squeeking

The directional cap on my chimney (currently unused, sealed off in home) is very noisy, seeking when turning in the wind. I am considering putting in a fireplace in the next year or so, so if this can be a small maintenance job without removing the cap that would be ideal. However if the best solution is to remove and replace with a closed cap, I am happy to consider that as a solution.
