bathroom leaking repair

We were aware a tile at the shower room was crack, we siliconed the crack at the beginning and it's tore off, after we found tiles around the drainage hole are soft. We have accessed to the subfloor and seen there is water leaking to the subfloor, we have suspected the showroom area is no longer waterproof. Please see the attached photo evidence. I am looking for a builder can help to fix this issue at an affordable cost.
