Waterproofing toilet wall/floor

We have a toilet room that in the last year has become wet, paint and plaster all coming off concrete block walls, looks like dampness coming from floor? Need someone to pull up vinyl flooring, fix issue - maybe tanking? Then put back together, plaster walls and lay vinyl planking again, I can paint it.
