Water proofing block wall of building that is underground

Concrete block wall on one side of my house is showing signs of water leaks. The block wall is underground and at the highest point is approx 1.8metres underground at one end and slopes down to 0.5m at the other end of house The block wall is approx 1.2metres from the fence line of the property I am looking for options - dig out the ground, replace the waterproofing membrane and refill the dirt . Alternatively look at possibility of putting a new retaining wall between fence line and the existing block wall
