Drainage under deck

After really heavy rain over a few weeks, we get water coming through the concrete in our garage (in the area in the second photo below). The water appears to be coming under the foundation of our house below where there's a deck (first photo below). There's some existing drainage in place and the stormwater pipe is nearby.
