Something is broken

During the flooding last year, we had a lot of water under our deck around the swimming pool pump system. We thought we had a leak with the pool system but they checked it and all was fine. However there is still alot of water and now the place is turning into an area that i am sure pigs would love more than the tenants do. We don't know where the water is coming from so need someone to search, find and fix the problem. the pool man says he won't go under there because he has to wear gumboots and this is unacceptable.
