drainage repair or replacement alongside the garden retaining wall

The strip of land area alongside the retaining wall has been chronically sinking, it might be caused by blocked drainage hence soil washed away after rain. To fix the chronic land sinking without the high cost of replacing the entire retaining wall, I'd like to get the drainage alongside the retaining wall replaced so that a well-drained one allows rainwater release and prevents soil washing away caused land subsidence.
