New Stormwater Drainage from Downpipes

Existing soak pits on site may have been blocked due to its age, 1960's house. 2 downpipes are currently overflowing during heavy downpour, there is a council stormwater pipe running across the property. We would like to connect all downpipes to council stormwater drainage system.
