Ventilation system check on a new build, and improvement recommendations

This is new build dwelling with fresh air intakes (that don't seem to do anything) as well as bathroom vents and I would like someone to check the current ventilation system is working and up to standard and make some recommendations for retrofitting if possible (to allow the heat pump on level 2 to spread to level 3).
