Floor repair/Floor Dampness?

Hi guys. Please recommend a suitable tradesman to me. There are a couple of soft spots at the particle board floor of my house built 1970s in Te Atatu South. It seems that some of the floor or floor frames are rotten. Because there is an overland flow path at the land, it appears the dampness at the subfloor is the cause of the issue. Can you recommend someone that can help me to do the repair work and prevent that from happening again? Many Thanks.
